CalOES ATA Funding Approved!

The California 9-1-1 Emergency Communications Branch (CA 9-1-1 Branch) approves the 9-1-1 County Coordinator’s and Public Safety Answering Point’s (PSAP’s) use of their Annual Training Allotment (ATA) for State Fiscal Year (FY) 20252026 to attend CALAPCO 2025 from September 30th through October 2nd.

Opening Session Keynote

Sergeant Kyle Baker

Sgt. Kyle Baker, a 15 year veteran in law enforcement, is a state wide leader in the anti-human trafficking movement. He has been featured as a speaker in numerous conferences, podcasts, keynotes, and publications for both human trafficking and leadership topics.

“Leading Forward, By Looking Within,” is an engaging and interactive keynote that is designed for all attendees regardless of position, rank, or job title. The session will use real world situations and failures in arenas such as SWAT operations and human trafficking investigations, to take each individual in attendance on a relatable journey of leadership actions, self-reflection, and tangible takeaways moving forward.

Eric Caddy

Eric brings more than 25 years in public safety with a passion for serving public safety practitioners in technology transitions. Eric has presented multiple sessions at National NENA and APCO along with CALNENA and other State conferences & events.

Specializing in project leadership with cross-functional stakeholder groups Eric has demonstrated the ability to achieve project success through collaborative stakeholder engagement.

Closing Session Special Guest Speaker

Sheriff Chad Bianco

Chad Bianco was elected Sheriff, Coroner, and Public Administrator of Riverside County in the November 6, 2018, general election. In June 2022, he was re-elected to his second term. He is a thirty-two year veteran of the Sheriffs Office. As Sheriff, he serves as the Chief Law Enforcement Officer of Riverside County.

Sheriff Bianco oversees the County’s five jail facilities, six court buildings, a civil bureau, the Coroner’s Bureau, Public Administrator’s Office, twelve patrol stations, seventeen contract cities, 4,200 dedicated employees and an operating budget of just over one billion dollars.
